Well from my understanding of the chronology, he would not have known the Senate was about to select a new IAC chair at the time he interviewed for SGAO.
SGAO keeps one in the middle of things, but I've never seen it be a launching pad for any kind of political career. Unless I hear something exciting I'm going to declare Harms politically dead. What occured is not at all what he expected or intended, and indicates severe political problems -- people with a future aren't unexpectedly made to walk the plank like that.
